A Collaboration to End Homelessness

The 5Cities Homeless Coalition is continually working with local service providers, the faith community, service groups, and community leaders to assess current services and opportunities for collaboration to provide for immediate needs (not currently being met) that lead toward self-sufficiency. Below is an updated compilation of resources available in southern San Luis Obispo County.

Home Energy Assistance Program (HEAP)

CAPSLO operates HEAP, which is a federally funded program that provides lower-income households with assistance with a once a year payment toward their utility bills (gas, electric or propane). To be eligible for utility assistance, applicants must:

  • Be a San Luis Obispo County resident
  • Be income eligible
  • Provide income documentation for all adult household
  • Provide current gas and electric (2nd page must show service address)
  • Mon-Thurs 8am-5pm

Lucia Mar Unified School District Families in Transition (F.I.T.)

The Families in Transition program is funded by the McKinney-Vento Homeless Education Assistance Act. They provide for school-aged children in addition to siblings aged 0-5 within those families. Program qualifications are:

  • Lack a regular, fixed and adequate nighttime residence
  • Living in a shelter, motel or hotel
  • Living in an unsheltered nighttime residence such as a car, campground or park
  • Living doubled up with family or friends
  • Unaccompanied Youth
  • Emergency foster placement

The School District Homeless Liaison can help with:

  • Bus Passes
  • Counseling
  • School Supplies
  • Help getting back into school
  • Community resources
  • Hours: Mon – Fri 8am – 4pm

S.A.F.E. South County Youth Coalition - Arroyo Grande

Services Affirming Family Empowerment (S.A.F.E.) South County Youth Coalition are one stop shop Family Resource Centers to help children and their families coordinate the services they need. They help with clothes, food, and counseling, medical, dental, school system advocacy, parenting classes, support groups and outreach and prevention services as well as intensive services for families who need case management.
